ABSTRACT
In some circumstances, because catastrophes involve different time/space scales (lasting longer, encompassing wider areas), crossing ecological, jurisdictional, and national boundaries, impacting heterogeneous populations, they will require multiple strategies and inter- and multi-national efforts and cooperation.
