ABSTRACT
The transformation of the central and Eastern European state socialist countries, though encouraged and supported from the outside, was largely carried out by internal counter-elites to the communist leadership. The new member states of the European Union succeeded in making the transition to capitalism and electoral democracy. As noted in Chapter 12, the remaining post-socialist European states remained only partially economically and politically reformed.
