ABSTRACT

The Clinton administration pursued democratic enlargement through democracy promotion only partially in Latin America and Africa, hardly in Asia, and not at all in the Middle East and North Africa. It is not surprising that Asia and the Middle East are not much represented among the top targets of USAID democracy assistance. The Clinton administration frequently claimed that support for democratization there would be a key part of policy, principally because the autocratic nature of African politics was a cause of regional conflict, even though Africa was not considered a priority region under the strategy of democratic enlargement, Asia was mostly left out of the Clinton administration's attempts to implement democratic enlargement through democracy promotion. In democracy promotion as in overall foreign policy, the Clinton administration built on approaches begun in the 1980s that aimed to support transitions in Latin America. Democracy promotion toward Africa remained heavily at the rhetorical level.
