ABSTRACT

This chapter summarizes the conflict behaviour of the countries of Latin America and Africa selected for the evaluation of democratic enlargement. The analysis of the different gains made by the United States under the umbrella of democratic enlargement shows that the strategy appears to be supported broadly, though not strongly or uniformly. It must also be noted here that Russia and Eastern Europe may have been enlargement priorities, but they were of low economic importance for the United States in terms of exports and FDI compared to countries in Asia, Latin America and even the Middle East. The overall enlargement depends on whether Eurasia as a whole is considered a priority for the strategy, as policy-makers claimed, or whether in fact the NIS were treated as low priorities like many African or Latin American countries or even as no priorities at all like most Asian and Middle Eastern countries.
