RESIDENTS, CITIZENS, AND VOTERS: WHO COUNTS MOST? Once a decade, the United States government conducts a census of the population. Following the census, all of the electoral districts, from school board districts to congressional districts, must be redrawn to create equal member districts. Equal member districts insure that every vote counts equally-one man, one vote-in electing public offi cials. But, of course, it’s more complicated than that.
