One effect of Madisonian checks is that sectional minorities can often resist attempts to remedy any injustices which are to their advantage. The fear of a sectional majority led to built-in safeguards for sectional minorities. The Southern Whites are even now fighting a vigorous rearguard action against a very widespread sympathy for the rights of negroes. Despite the more liberal attitude of the Supreme Court since the last war, the checks and balances of a federal constitution have provided plenty of opportunity for this particular minority to thwart the general trend of American opinion towards race equality. Madison's fear of majority tyranny has resulted in entrenched minorities, which can prevent a government responding to the needs of others which compete with them.
