ABSTRACT
Economic Planning means a great increase in the activity of the State. So does the extension of the Social Services and the all-embracing nature of modern military defence. For all these reasons it is most important that our machinery of Government administration should be continuously improved and that Civil Servants should be the best that we can get. It is therefore relevant to the purpose of this book to consider in what ways we fall short of the highest attainable standards. After five years’ experience in the Civil Service I recorded my own conclusions on these matters.
