ABSTRACT
No issue has proved more divisive than the treatment of those living within, or dependent upon, park areas, prior to their designation or, more correctly, the imposition of effective park management. For many of the dispossessed, it was a matter of confiscation. For others, the terms negotiated for the enforced sale and abandonment of their livelihood and community proved woefully inadequate.
