ABSTRACT
The first and second editions of this book were published in 1991 and 2009. Many dramatic developments have taken place since 1991. In 1991 not a single webbased citation was made, while in 2009 many were. The second edition included a chapter on culture as a literacy variable. In this third edition we felt it was necessary to include additional chapters on assessment and technology. Also we have moved some parts of the book to our online companion website and augumented the online resource with different materials.
