ABSTRACT
BRIEF HISTORY OF THE MENTAL HEALTH/SUBSTANCE ABUSE PROGRAM
In this chapter we describe the experience to date of the Massachusetts Mental Health/Substance Abuse (MH/SA) Program. Since it was the first statewide managed care carve out, there are now over three years of experience, with positive and negative examples from which we think others can benefit. We summarize throughout the chapter the evaluative voices of various stakeholders.
