ABSTRACT

The range of tasks and functions normally assigned to school counseling programs serves to further dilute the resources available for counseling, and at best is wasteful of professional counselor skills. In addition, a disproportionate distribution of core programs and services exist across localities, as well as inconsistent student-to-counselor ratios that may vary from 170: 1 to 510:l in the same school division. This generates much public skepticism regarding accountability and continuity of programs and services, within and between school divisions across the nation.
