ABSTRACT

There are at least four governmental agencies in Poland responsible for formulating and implementing ‘regional’ or ‘spatial’ policies in either an explicit or implicit way. The Department of Physical and Long-Term Planning of the Central Planning Office (CPO) is supposed to formulate perspective economic and physical plans for Poland and to establish foundations for state regional policy. The Ministry for Physical Planning and Construction is responsible for urban planning and physical planning on the local level as well as for new regulations concerning land use, ownership of land, building standards, etc. The department of the Council of Ministers Office deals with the regional governmental authorities and the territorial organisation of the state. Finally, the Ministry of Finance deals with the financial aspects of local governments.
