ABSTRACT
In official government documentation, as well as in scientific literature, there is no standard classification of regions/areas where development is regulated by the state. Usually, they are called crisis or problem regions (see Introduction), and are further classified by sector (agricultural, industrial) or the historical reason for the current crisis ('principal of origin') (Stillwell 1972). The latter approach is more logical and, therefore, depressed old-industrial regions, underdeveloped (in relation to the other regions in the country) and problem areas within the largest agglomerations will be analysed in this book.
