ABSTRACT
In the middle of the nineteenth century, Tsar Nicholas I had spoken of Turkey as 'un homme gravement malade', and the term 'the sick man of Europe' had passed into general currency. A declining empire is often at least as dangerous to the peace of the world as is a rising empire, and the 'Eastern Question' kept on cropping up in various ways.
