ABSTRACT
In the last quarter of the nineteenth century, most of the Great Powers were busily engaged in imperial expansion abroad. Yet, at the same time, several of them were experiencing considerable difficulties at home: difficulties which sometimes encouraged and sometimes hampered their external ambitions. These difficulties had different roots and different manifestations in different countries.
