ABSTRACT
Debate over the federal budget cuts to the heart of national politics, and well it should. The federal budget indicates how much our national government is willing to spend on public purposes, sets substantive policy priorities within overall spending levels, and determines the amount that must be borrowed in order to finance approved spending levels. The federal budget can also affect the taxing and spending decisions of state and local governments.
