I cannot help feeling that the entertainment duty has to come extent been used as a scapegoat for what has been an unsuccessful policy. And, of course, once that private enterprise, which has been singularly quiet about the entertainment duty in previous years, found this glorious new alibi under which the Government can be blamed for all their misfortunes, it was immediately taken up by the opposition press, who even forgot their criticisms of Mr Rank.
