ABSTRACT
This chapter draws together the issues covered over the previous six chapters to highlight the wider relevance of the main conclusions reached. It starts by summarizing the argument being proposed and the elements of theory on which it is built. The aim is to highlight the contribution to the literature which I seek to achieve. I then consider the central findings produced through application of the theory. I first examine the logics and risk configurations of the policymakers, followed by the alternatives offered by the ‘progressive intellectuals’. The chapter finishes with final observations on the limits of the approach taken and a brief discussion of areas for future research.
