ABSTRACT
The second major aspect of placing constraints on the executive deals with its relationship to other political institutions (especially the legislature), which claim some right of control or supervision over its routine activities. I have suggested above that these relationships were not worked out effectively and that part of the problem stemmed from the distribution of power between the institutions. The failure to resolve this relationship is, to all intents and purposes, synonymous with the failure of liberalization.
