ABSTRACT

In this chapter we return to the programme evaluation approach to development policy which we introduced in Chapter 12. We set out further methods, some of which draw on models that we introduced in previous chapters, to analyse the consequences of policy changes. All the methods reflect a common desire to ensure that the treatment and the control group are as similar as possible. We have stressed in our chapters on the classical linear regression model (CLM) that that desire underlies the methods of multiple regression as well. One of our objectives in this chapter is to compare the methods which have been developed within the programme evaluation framework with the more traditional regression models of earlier chapters.
