ABSTRACT

I had no reason to suspect, in those months of intensive preparation for the Geneva Conference, that a major divergence from this course was imminent. The behaviour of the Carter administration was completely straightforward. Egypt’s commitment was also total, and completely in line with the joint Arab position. Sadat certainly appeared to be sticking absolutely to the course of action we had chosen. His constant praise of the draft treaty I had prepared, his warm approval of the other steps I had taken, all indicated a deep conviction that the Geneva Conference was the proper arena for negotiations.
