ABSTRACT

A recent turn toward "Green" discourse on forests has captured the public imagination and the attention of Dominican political and technical professionals (Lynch 1994). Forest management policy and enforcement of forest laws have generated dramatic and politically charged environmental conflicts. Forest department campaigns to stop deforestation have employed helicopter surveillance and periodic raids in rural communities, and many rural people have reported abuses by forest guards and accompanying police or soldiers (Lynch 1994; Rocheleau and Ross 1995a).
