How is homelessness defined by public officials? What roles are assumed by governments in framing public policy, providing funding, and implementing housing and related social programs? What are the relationships between central and local governments with respect to homelessness? Has central government funding for local initiatives kept pace with the devolution of responsibility to local authorities? What gaps exist between policy and practice? How effective are public policies in addressing homelessness and related issues?
