ABSTRACT

Since a diverse array of projects was selected for review, it was not feasible to apply the same standards of evaluation to all of them. Because the problems associated with homelessness vary with different populations, preference is given to programs that deal directly with certain groups of homeless people (ex-prisoners or young street people, for instance) or a specific issue (e.g. AIDS). Grassroots and self-help efforts (often involving joint public-voluntary ventures) are given particular attention.
