ABSTRACT

In this chapter I will comment on some of the similarities and differences among the three countries. I will attempt to link these conclusions with the conceptual framework set out in the first chapter by addressing the cross-national context ofhomelessness, the different notions of state and society in the three countries, the effects of global economic shifts, their historical trajectories in evolving social and housing policies, and the complementarity of individual and community roles. I will argue that different responses to homelessness are conditioned by our disparate notions of individual, community, society. and state; these concepts, in turn, are products of our culture and history.
