ABSTRACT
America has at this moment, and for a few years to come, an opportunity such as has never hitherto come to any nation throughout the whole history of the world. If the opportunity is used to the full, the peace of the world will be secure for a very long time; if not, it is likely that, during the lifetime of the present generation, all large cities in every part of the world will be wiped out, and the organisation upon which civilized life has come to depend will be destroyed. During the next two or three years the president and congress of the United States can decide this alternative either way; after that time, if the chance is missed, the worse alternative will be a virtual certainty.
