ABSTRACT
America and Britain are faced with a problem. Unless they can co-operate, they are doomed; but bickering is so much pleasanter than co-operation that neither party is sure of being willing to purchase safety at so high a cost. Appeals by statesmen for mutual understanding fall on deaf ears, because, in each country, there is a profound popular conviction of one’s own rightnesss and the other side’s wickedness or folly.
