ABSTRACT

Classroom management has been an issue of concern to teachers and administrators since the early days of public education in the United States. In fact, the first textbook providing advice to educators on managing their classrooms was published in 1907 (Bagley, 1907). A management-related issue that has caused apprehension among school personnel is how the law affects teachers’ ability to manage their classrooms and administrators’ ability to manage student behavior on a school-wide basis.
