ABSTRACT

Human resources may be defined as all the people who have the capacity to influence a school. In this chapter, however, only primary issues pertaining to employees are addressed (student-related issues are examined in the next chapter). Human resources administration (HRA) involves a range of personnel management functions such as securing, evaluating, and developing teachers and other staff members. Some authors (e.g., Norton, 2008) posit that HRA even extends to fostering an organizational climate in which the benefits of resources can be applied effectively to meet a school’s goals. Delineating precise boundaries for human resources management, however, is difficult because some relevant aspects (e.g., performance evaluation and staff development) require both leadership and management decisions.
