The three federal departments with the largest budgets for homeland security are DHS, DOD, and the Department of Health and Human Services (HHS). Chapter 5 examined planning and resource allocation in DOD. This chapter looks at the arrangements in DHS and HHS. The next two sections take up each of those departments in turn.
