ABSTRACT

All modern states are formed within sovereign territory that is politically organized, diplomatically safeguarded and, typically, militarily defended. Since modern states must carry out a wide range of socio-economic functions catering to the indispensable needs of their populaces, a certain degree of politico-administrative penetration – ranging from taxation and conscription to service and welfare provision – is a prerequisite.2 The principal mode of organizing and regulating territorial affairs differs widely among different nations, however, as history is bound to generate distinct patterns and cultures of local governance.3
