The second category of conduct that has prompted calls for some global competition rules is export cartels or export associations.1 Exporting states have economic incentives to foster export cartels because they add to export revenues and national welfare. Importing states have incentives to prevent export cartels where they result in a reduction in the importing state’s consumer welfare.
