ABSTRACT
Transportation infrastructure investment projects are costly undertakings that can easily run into the hundreds of millions or billions of dollars. Given this level of expenditure, the key questions examined in this chapter are: What are the cost components of such investments, how should they be measured, and how should they enter the COBA process?
