ABSTRACT
AARON had already worked out a vast and thorough scheme of Intelligence, for his powers within the country were fabulous. He had been authorized to direct a campaign against the locusts, a step unprecedented in the Ottoman Empire. Djemal Pasha had learned, too late, that only by drastic measures and complete mobilization could the country be safeguarded from the impending attack and the army saved from starvation.
