ABSTRACT
This story of the making of a policy maps out the contemporary processes of
water policy production in Delhi, which form an interesting and instructive
illustration of reform within the overlapping of political spheres and the vari-
ous pressures shaping water policy. In tracing the water policy process in the
National Capital Territory (NCT) of Delhi, the case study revealed four major
players, whose discourses played a major role in understanding these processes.
