ABSTRACT
The aim of this chapter is to examine the policy reforms made in the field of ER before and during Doi moi. The role of the state in forming and enforcing new economic policies, including ER ones, is investigated. This investigation provides a general picture of the ER policy situation in Vietnam within the context of Doi moi and will assist in the search for the socio-political factors influencing the ER reform at enterprise level.
