ABSTRACT
New groundwater management instruments currently being discussed in Jordan include the following:
tradable groundwater property rights;
the extension of industrial groundwater abstraction charges to all water users;
indirect water charges in the form of charges for the energy consumed in pumping;
agricultural policy reforms to remove distortions that favour water-intensive sectors of the economy;
direct regulation in the form of mandatory cropping patterns or technological standards; and
subsidies for environmental improvement.
