ABSTRACT
The imperative to elaborate a comprehensive policy towards the Baltic region is not yet fully recognized in Russia. This topic has not thus far become and is unlikely to become a subject for national debate in the near future. This is partly due to the fact that amidst many political challenges facing Russia, the Baltic region as a whole is not perceived as reaching a level of high priority.
