ABSTRACT

The definition of Human Resource Development (HRD) from the American Society for Training and Development (ASTD) proposed by McLagan (McLagan and Suhadolnik, 1989: 1) has influenced HRD research and practice to a great extent in the world: ‘Human resource development is the integrated use of training and development, career development, and organization development to improve individual, group and organizational effectiveness.’ In modern society, HRD is becoming more and more important with the increase in global competition and the rapid advance of technology (Rhinesmith, 1994). The wealth of business and nations depends on the knowledge and skills of their people (McLagan, 1997).
