ABSTRACT
Beyond trade integration, regional integration initiatives have the potential to fulfil other important functions, including the creation of an appropriate enabling environment for economic and social development; the development of infrastructure programmes in support of economic growth and regional integration; the development of strong public sector institutions and good governance; and the reduction of social exclusion and the development of inclusive civil society.
