ABSTRACT

Liberalization commitments are the principal outputs of the GATS negotiations. During the negotiations, the WTO members make various liberalization commitments in services sectors, which are expected to become more ambitious with each successive round. Once a negotiating round is fi nished, a list setting out the liberalization commitments adopted by each country (known as the “list of commitments”) is appended to the GATS text and thus becomes part of the WTO Agreement.
