ABSTRACT

This book has aimed to reveal the factors that lead to the results of the GATS negotiations in the fi eld of education. To achieve this objective, the book has dealt with some broader analytical axis that, when related to the GATS, can be formulated as follows:

The role of ideas in the process of commercial liberalization of edu-• cational services. The political impact of non-state actors on the results of the GATS • negotiations. The scalar division manifested in the GATS negotiations, and how • the scalar interaction between actors, systems of rules and procedures at the national and the global levels affects the results of the negotiations in the education sector.
