[28.01] Historical development. At least from medieval times, it has been found necessary to regulate by criminal law the provision to consumers of bread, beer, fuel and credit. 1 It is therefore hardly surprising that during the nineteenth century we find major enactments, the direct predecessors of modern legislation, dealing with such matters as the following: weights and measures (see para 4.24 ); food and drugs (see para 4.26 ); merchandise marks (see para 4.02 ); and moneylending (see para 6.09 ).
