ABSTRACT

Some might question the characterisation of the World Trade Organization (WTO) as an economic actor, on the ground that the WTO is nothing more than a forum for States to come to a collective agreement about the principles that should govern the trade between them. The WTO is not an active participant in international commerce as a private corporation is, nor does it participate directly in aid, development or individual projects in the way that the international financial institutions considered in Chapter 5 do.
