ABSTRACT
The hosting of the 21 June 1996 Arab summit in Cairo, purportedly convened to mobilize Arab solidarity and develop a unified Arab response to the election of Likud's Benjamin Netanyahu as Israel's prime minister, should have been welcomed by Israel. After all, Egypt and Israel have a peace agreement that has existed for almost 20 years. Moreover, both countries are allied with the only remaining global hegemon, the United States.
