ABSTRACT
Aid donors seek to improve the co-ordination and coherence of bilateral and multilateral development co-operation policies in the light of the wasteful implementation of aid and of its scarcity. Coherence relates to the external effects of policies on areas other than development co-operation, but also among its various components. Coordination refers to greater information transparency and complementarity, in the policies of recipient countries, and between these policies and those of various donor countries.
