ABSTRACT
Peru is a developing country, experiencing severe economic and social difficulties with almost 40 per cent of the population suffering poverty and 60 per cent some form of unemployment (INEI, 2008). Peru is also a country with a weakly consolidated democratic system, one that has been interrupted by several military and civil coups.
