ABSTRACT

This chapter portrays Iran’s nuclear ambition based on the asymmetric conflict with the US from 1990 to 2000, a period when the conflict was somewhat institutionalized. It argues that Iran made quite serious efforts to develop a comprehensive nuclear program during this period. The end of the cold war, US aggressive foreign policies pertaining to Iran, the rogue rhetoric, the continuous imposition of sanctions on Tehran, and overall asymmetry in the conflict setting have been the main contributors to Iran’s focus on the nuclear program at the time.
