ABSTRACT
The electoral system determines the format according to which votes are cast in an election and the process by which seats are allocated on the basis of those votes.1 The allocation of seats determines who governs. Electoral systems are matters of institutional design: they have more or less identifiable effects on the functioning of the political system, and an electoral system can be selected or rejected with a view to achieving or avoiding certain consequences.
