ABSTRACT
In order to fulfill evaluation requirements for the Office of Education, the original funding agency for Program FLAME, an evaluation design was developed in 1989 to study the effectiveness of the program. Since then, data have been collected and analyzed yearly. The results have been used in reports to funding agencies and foundations and in a number of publications (Rodríguez-Brown, 2001a, 2001b, 2003, 2004; Rodríguez-Brown, Li, & Albom, 1999; Rodríguez-Brown & Meehan, 1998). The database used for the analysis and description presented in this chapter includes information about parents and their target children who participated in Project FLAME from fall of 1999 to spring of 2005. Also included are data from a comparative study of FLAME and non-FLAME participants’ children, which was conducted in 1992. At that time, the results met a requirement of the state of Illinois to qualify for Academic Excellence status. This status led to the program becoming a national model and to a dissemination grant.
